Your body is a pretty amazing thing and the ‘famine reaction’ is just one of the survival mechanisms we have that keeps us alive.  The famine reaction helps protect you from wasting away in times of scarcity.  It is believed that we have ‘evolved’ with this mechanism thanks to the prehistoric caveman era.  Back then, food could be scarce (if there was drought etc) so the body would adapt to the lack of calories by slowing down the metabolic rate and conserving any energy it had available.

Evolution has not let the ‘famine reaction’ disappear:  so this phenomenon can kick in today if you are trying to lose weight by severely restricting your calorie intake.  The famine reaction is controlled by a part of your brain called the hypothalamus, and when it detects that calorie intake is substantially reduced, it will kick in – making weight loss pretty much impossible.
